The Institute of Forensic Science and Legal Medicine (IFSLM)  - 

performs forensic examination and analysis of a wide variety of physical evidence, adhering to internationally recognized quality assurance standards for forensic laboratories, utilizing state of the art technology.

 

Forensic Reports and certificates are produced detailing forensic analyses, interpretation of those findings and conclusions derived. These reports are prepared for our stakeholders namely the Jamaica Constabulary Force (JCF), the Jamaica Defence Force (JDF), INDECOM, the Courts and the Office of the Director of Public Prosecutions (DPP). Additionally, services such as the National DNA Register, IBIS, and Electronic Trace (eTrace) are operated to provide intelligence leads for criminal investigations. ​Our highly trained staff provides support to its primary stakeholder, the JCF, through assistance with crime scene examinations.

The IFSLM, when required, provides consultation to stakeholders in law enforcement and the justice system in matters of evidence collection, analysis and results interpretation. Such consultations ensure that probative evidence is properly collected, stored and transported to protect its integrity.

The IFSLM in conjunction with local universities also facilitates research, internship and training as part of the development for future forensic scientists.

HISTORY

In 2011, the Public Sector Transformation Unit recommended that the Forensic Science Laboratory and the Legal Medicine Unit be merged into a single entity. In September 2014, by way of Cabinet Decision No.32/14, approval was granted for the merger of the Forensic Science Laboratory and the Legal Medicine Unit of the Jamaica Constabulary Force (JCF) to form the Institute of Forensic Science and Legal Medicine - a Department of the Ministry of National Security.

On April 1, 2017 the IFSLM effectively became a Department of the Ministry of National Security (MNS). Its mandate is to provide analytical forensic services and medico-legal post-mortem examinations in order to establish the probative value of evidence in criminal proceedings for both law enforcement and the Courts. Additionally we provide training to law enforcement agencies, the judiciary and other stakeholders on the handling evidence and the capabilities provided at the Forensic Institute.
